If you are setting up your bar to PvE, then why not do so in a PvE outpost? I don't really buy the 'it's quieter' argument, just turn of all chat or zone to a less populated district to begin with.

Because I spent lots of ingame gold buying and upgrading a Guild Hall.

I shouldn't have to suddenly abandon it all and go to some other outpost, AND have to change district as well. I should be able to tap G, press the Guild Hall button, and be right there in my PvE guild hall.

Same can be said if you were setting up a PvP skill set except for GvG. Guild halls are use for more than just GvG though.

Spending gold in a game doesn't entitle you to demanding new features to be implemented to accomodate your every whim.

Also, if you earned so much gold that means you played a lot, and if you still don't know what the hell your skills do after all this time you should consider playing something less mentally challenging, like throw-the-stick.

That said, I wish that at this point guilds could be made either PvE or PvP. It's obvious nowadays' PvErs are complete carebears and don't wish to try - let alone be touched by, heavens forbid - anything PvP related.

Should be an easy, obvious no brainer feature to implement.

Waste of devs time, you can always switch to a PvE outpost and overall you should know your skills tbh.
